If the rezone is approved, what can the city do to ensure the golf course continues to operate?

Currently, the allowed use for this property is a semi-public facility, including but not limited to golf course use, and/or open space.  The zoning can be changed to golf course only, however, the city cannot force the property owner to operate a golf course, if they want to close it.
